Review of South Coast Multi-Modal Study

The South Coast Multi-modal Study has made several recommendations on new or upgraded rail services in the Hastings Borough area. The Council is seeking public transport alternatives to a controversial new road scheme, which has been agreed by a Government inspector (after a public enquiry) as environmentally very damaging. The Council was concerned that the MMS did not support some of the rail service proposals for a high frequency 'Metro' style local service between Ore and Bexhill, and was proposing more inter-urban regional services in the Ashford to Brighton corridor, the operational feasibility of which was questionable.

The Railway Consultancy was commissioned to review the MMS report's recommendations and the proposals put forward by Hastings BC, with a view to improving the MMS proposals to incorporate more of the councils' own aspirations. A detailed timetable planning exercise was undertaken to validate the MMS timetable proposals and consider the operational feasibility of achieving the features of the 'Metro' service objectives. As a number of conflicting opportunities were identified, several timetable structure options were evaluated. The work highlighted that without very expensive infrastructure enhancements the proposed MMS timetable structure was not capable of reliable delivery. A slightly amended timetable structure was identified which could be delivered at much less cost and which would more closely deliver a large part of the 'Metro' scheme aspirations. This is now being discussed with the sponsors of the MMS and the Government Office for the South-East, with a view to appropriate alterations to the MMS proposals.
