Stanway Station Feasibility Study

Client: Equity Estates, Jan 2000 - May 2001

Developers Equity Estates are promoting a business park aimed at the IT and communications sectors, at Stanway, on the Western outskirts of Colchester. The site lies alongside the A12 but also the main Liverpool Street - Norwich railway line and, as a result, our client conceived the idea of a local rail station to serve the development.

The Railway Consultancy Ltd were therefore commissioned to provide a feasibility report covering three key areas. First, was it physically possible to construct the station at the desired location? Secondly, if trains called there, what would be the effect on other train operations? Thirdly, was there sufficient demand at the station to warrant its construction and operation?

Demand forecasting was carried out using the Company's GCOST™ model, but was complicated by the expected flows of passengers both to and from the immediate area around the station. Nevertheless, this indicated that worthwhile passenger flows were anticipated. More interesting were the operational conclusions, which showed that the station would cause operational difficulties unless additional infrastructure were constructed. Passing loops were recommended, as this is a busy but only double-track main line; however, these could be built either at Stanway or elsewhere on the line. An application to the Strategic Rail Authority was therefore made for assistance with funding.
